An improvement to the property and higher rent could sound enticing.

this guys prediction was that new A class will have to lower rents give rent specials etc to entice tenants..

What would entice you to do anything about the neighbor downstairs complaining about an A/C unit that you've had forever, are happy with it, and with potentially no complaints in the past by the downstairs neighbor.  

If you don't want a high maintenence tenant you can increase less then market as an enticement to them.

Having something in hand as a goal for what you'd like to purchase would be more enticing.

For example, if you submit a lower then asking offer but non-contingent upon an inspection, would this be an enticement or are there other things that should be considered?

Cleveland and Detroit are going to be very cash flow enticing, but be careful of bad property managers, high turnover, evictions, high renovation costs, and a declining population.

Anyway, I think through what type of deals would entice me to buy and if any of my properties are not turning out like I expected and should but cut while the market remains hot.The third thing is knowing my local real estate market.
