There are only 68,000 full-time residents, so tourism is a huge part of the island.For months, I've been looking into acquiring property in an area where vacation rentals are allowed (it's restricted here on Kauai via the VDA - FAQ).

Yes I do and my properties do have HOA's with varying degrees of acceptance but will have a terrible time getting the CC&R's changed to prohibit them because AZ's economy is very reliant upon tourism.  

I'm based out of state and interested in getting into Vegas during the potential downturn, as I'm bullish on the market long term once tourism returns.What areas in Vegas do you invest in and why? 

The thing that might be a little new this time around is the very high unemployment/underemployment rate (fully loaded, it's still 15-20%, including people who are working PT jobs that want to be FT, those working menial jobs below their qualifications, and those who've stopped looking), which is driving many to want to get into wholesaling, embracing "no cash or credit needed" to try and get ahead in this economy.

Catskill has some plans for jobs and tourism (hopefully they come to fruition) and now may be a good time to get in. 

. * Philippine's Embraces Dual Citizenship [September 19, 2003]In a landmark bill, the Philippine Government enacted Citizenship Retention and Reacquisition Act.

While these places aren't as beautiful as some West Coast locations, they offer tourism, beach front, decent price, and are generally warm year round. 

last I heard the city of San Diego was one of only 2 jurisdictions in CA that was embracing SB9. 

Also, you could look at the fringes of major metropolitan cities that experience tourism and/or have a major attraction (ie Disney).I do, however, think you'll find your holy grail.
