Now in Tennessee I would still keep the vapor retarder to the interior side due being north of the "Warm-Humid" zone defined by IECC Climate zone map.

We know nothing about your market's circumstances, the economic climate of your region, etc and to say your area is "rather diverse" is very.. vague, ambiguous, and could refer to any number of things..I hope that doesn't come off insulting, because I don't mean it that way.

I'd also add the political climate as well, because there are so many uncertainties when looking at a project to say what is the zoning component that needs to be managed, and what is going to happen with the political headwinds- not just with rates but also with the cost of materials going up.
