No subletting.You really just need to get a lease agreement from the state or apartment association for where the property is, and tweak it to include whatever specifics there are for your property.

It's when you have a tenant complaint, a fire, or code violation and your inspections are not up to date, then it comes out that you're not in compliance and they hit you with a bigger bat.They may tweak the inspector requirement to a licensed inspector, you can look for that lobby to bounce in.

In terms of the ongoing conversation though, there is one point which might help:Someone who made a lot of money likely bought a different asset with higher risk, higher reward...You want to buy it as a post rehabbed building with a solid tenant pool that can be tweaked further.
