I am attempting to find houses going into preforeclosure but am curious if there is a consistent and accurate way to find properties before they enter the preforeclosure process.

For example, if you look at Houston, The Woodlands Sugarland Texas the total building permits issued based on annual report was 42673, but if you add up all 12 months from the monthly report the total was 44879.Please note that I used the monthly/annual reports titled "New Privately Owned Housing Units Authorized Unadjusted Units by Metropolitan Area" which I got from https://www.census.gov/construction/bps/I just want to make sure my analysis is accurate.

Don't make offers without seeing accurate financial information.

Just make sure you are accurate about the rent you can get for that unit so you are not under water.

That is scheduled for next weekend, but there are pictures from Zillow from 2013 that the owner says are accurate. 

This will give you a better perspective and allow you to run your own CMA so that you can get accurate ARV.

The biggest hurdle is accurately estimating how long it will take for you to complete your project as HML/bridge financing can be very expensive.

Look at your numbers and make sure they are realistic and accurate.
