Since the MLS access now covers state wide, is it just one fee and I can do anything in the state or will I be limited to only his area?

I do imagine that a system like that is in the works, but I do not think it is active or widely used as of yet.

Personally, I would reface but I would replace the wide doors with double doors.

Beyond that, pools in Cincinnati (where I am) are much more subdivision dependent than city-wide.  

Most of the time (or at least mine) quotes have limits as to not have the owner expect more than what is quoted, say for tiles, it is limited to $4/sf, for mid is limited to $2/sf, and that means tag prices are 10% to account for sales taxes the logic is the installation is the same but finishes can vary widely, another is a faucet can cost between 100-1000.

Most people get wide eyed when hearing about real estate and want to know more.
