You can have a house built in the 70's that still has the orange shag carpet (yes, I've seen it!)

They should be taking care of all of the big-ticket functional items - roof, hvac, water-heaters, plumbing, electrical, flooring, sinks, tubs. etc.If they are just throwing down paint and carpet, then you'll probably have a high capex in the next 5 years.James

I suppose that's one way to clean up your neighborhood.  

Dryer vents require periodic cleaning to prevent buildup of lint and other combustibles, anyway.

They get professionally cleaned after each check out of course (this is a law and would be really freakin gross if you didn't do it).

Clean up exterior of property and improve landscaping.Refinish common area.

It's a bank-owned property that needs new carpeting, paint and a good cleaning.
