I've had some contractors tell me that I need to bring in an architect to draw up plans and an engineer to make sure its viable then get a couple permits, etc.

I purchased the land via loan and then started the process for finding an architect and builder.  

It was built in the mid 60s and I’m sure the architect didn’t plan to have all this weight sitting on the concrete … or the driveway.Never dreamed I would encounter such a situation.BUT glad I know about it.

Balcony or Floor to Ceiling windows in high rise apartment buildings - do you hire a certified engineer or architect every 3-5 years to inspect the structural soundness of balconies and floor to ceiling windows to make sure they are built to code and do not need repairs due to wear and tear over the years?   

That can be inspect the property, scope the sewers, visit with your contractor, visit with your architect, and/or arrange your financing.
