The issue with section 179 expense is that you normally have to operate at positive income.Under most circumstances, bonus depreciation is better since you can take bonus depreciation even if you operate at negative income. 

@Colleen F. unfortunately, AFAIK, there is no other resource than go to small claims court and go after her, which will take me $2-3K in additional legal fees.

unfortunately the overall market is tough right now and the last thing you should do is spend 50-80K to buy a random property just to "do a deal" and then lose money on it.

I've done it for two different properties and happy I didn't go FHA for that reason- although everyone's circumstances are different.

Unfortunately, rents are down, and other listings higher don't mean much unless they get rented for that amount.
