I think you are trying to solution a side effect versus the root cause.

For various reasons, I'd really like to get a tenant in there who has personal roots/ties in the town I'm in.

I've got a property that needs a good snake due to roots in the main line.  

I'd gravitate to loan officers with deep roots to the community, i.e. grew up there, attended school there, on local boards.

If it's an older building surrounded now or in the past by mature trees with serious root systems, there's a chance the main sewer line to the stretet is leaking.

As you mentioned it pairs wonderfully with every topping imagineable (Not to exclude Vernors, root beer and Coke).

If you are going to work with the syndicator because you want to establish roots in a specific market then you should be very choosy which city you are investing in.
