He happens to be the middle house of 3 that are between the pres and his bro, and the treasurer, and all their efforts don't move the fellow.

Adam, I think you should take a few trips down to your local REIA and see if you can network with some local people in your market.Secondly, rummage through the treasure chest here on BP, they have some great post in previous threads in blogs that relates directly to what you want to do.

Tax lien records can often, but not always, obtained from the County Tax collector or Treasurer.

Certain property assessor sites and treasurer sites will have some of the information you're looking for.
