Usually, if there was enough water to cause a failure in the drywall, there would be a noticeable stain area.That said, the ceiling looks a bit rough and doesn't appear to be an intentional/decorative texturing.

The rooter guy says they can be cleaned with the rooter, the jetter guy says rooting doesn't work but they can be jetted and the plumbing contractor says neither of those will work they have to be replaced with plastic.I'm not expecting any trouble like this but forewarned is forearmed.

The way this should work goes like this.... 1) notice plumbing issue. 2) cut open ceiling and investigate.  3) find problem. 4) fix problem(s). 5) replace damaged sheetrock with a new undamaged piece. 6) after mud and tape, match existing popcorn or texture to what currently exists now on rest of ceiling unless it is a smooth finish. 7) if it's smooth finish or textured then prime and repaint ceiling. 8) done!

I just contacted a Denver abatement company last week.They gave me a ballpark (without inspection) estimate to remove all drywall of $10- $15,000 per 1000 sqft unit.They said for this age house it was likely in the wall texture, mud and possibly even the drywall itself

The drywall is perfectly taped, floated and textured, but we need to get in there and check the electrical.
