All of these factors/considerations impact each other to some extent and its impossible to know whats possible until everyone in the group is clear on what they need/want this to look like.Either it sounds like you're on the right path with the line of questioning. 

@Ram Gonzales IMO, the funding of such a structure is probably better directed towards "social impact" or "community development" investors.

Keep in mind, we did have a 37-day delay due to Hurricane Ian which impacted the build timeline as well as the entire region.

Fees can certainly impact how the "true split" really looks at the end of the day.
