Mistook what looked like a small amount of mold for not a big problem (pipes burst, so I figured the mold was from that), the mold ended up being moisture from the stucco.

There is a cellar room in the basement that has a moisture issue.

Has a slate roof, minor water in the basement (no puddles but a spot where there is moisture).

Ultimately moisture is the issue, so you will need to figure out the cause of the moisture.

.); guidance through inspections (as many sellers get emotional and lose sale during this process), coordinate required repairs, resale packages, comps for appraiser to help avoid appraisal issues,  pest and moisture reports, walk-through, etc.   

Have a gentle but firm conversation with the neighbor, let them know what you intend to do with the property, what your expectations are of him and what his expectations can be of you (even if it’s just about parking).Hopefully this two steps will go a long way to resolve any future issues that are similar to this.All the best.

We use a full glue down laminate plank,  the Allures only have a glue edge which can come apart with moisture. 

Before you call, you might need to get on a ladder and (gently) check a corner or an edge - sometimes a new roof gets installed over an existing roof, so you might have two layers of shingles. 

Your mold inspector will probably check for moisture content in the affected areas.
