However, the fed announced last week it would start adjusting interest rates, so the libor will likely adjust too because our dollar is much too strong agains the european currencies that influence the libor.

I’d say most of the people I’ve talked to so far are foreign and don’t speak english or there’s some sort of other reason for not being interested (ex husband paying for ex wife to stay, working things out with attorneys already, etc).

Yes I have worked with foreign nationals.The problem is often currency conversion, extra with holding of taxes, financing programs they do not find appealing etc.Mid deal it falls apart.
