If I were going to let rent slip to justify the new meters, I would take into account a sub metered average and not just divide out my current bill, as consumption will go down on water, electric and gas.

My understanding of why some say it doesn't is the argument that a tax cut is more effective if it benefits the poor/middle class because the poor/middle class will spend most of it on consumption (say groceries) rather than investment (say purchasing an extra rental property).

Do you not have a line in the rental agreement anywhere that says something to the effect of "utility costs per unit shall not exceed reasonable and fair usage for individual consumption, any amount in excess of this shall be charged back to the tenant."
