If this person raises $400K from friends and family to purchase a $1M 6-unit apartment complex, they might be a great potential partner.

The inspection and approval process of s8 basically causes s8 applications to be lowest priority processing.  

I haven't taken it, but would assume it was at or near their best stuff...the inability to ask the specific questions you had might have taken a part in that.

I has two GREAT property managers that immediately come to mind, one handling 5 high end high rise condos I owned in Phoenix and the other one handling a 12 unit very lower end apartment building I owned in Arlington, Texas.  

Maybe start with a part-time ops manager or a reliable lead cleaner to free up your time while keeping quality high.
