It's hard to find something that makes sens in a rent control areas, your are very limited with your options.

If you intend to live there for 10-20 years, it makes sens to buy over renting in most of the cases.Also I would talk to a lender to see how the primary residence will affect your ability to borrow later when you decide to buy investment properties.
