The City council can choose to agree with you or the neighbors, either way they serve the community at large and have to make those decisions for the community at large.

I'm a research-aholic, so I'd be looking at any newspaper articles for that town, looking at city council minutes, data for population growth/decline, etc.

Also, you should look a little deeper at that number from the National Multifamily Housing Council that is being cited in the 1/3 headline (it was actually 69% by the 5th).
