Depending on which service you can help him see it's like another PCS (Permanent Change of Station) move.Ultimately, you should identify and address the root cause of his cold feet which appears to be change.

I use the California Association of Realtors residential lease, and it has a section under maintenance that reads: “Tenant shall be charged for repair of drain blockages or stoppages, unless caused by defective plumbing parts or tree roots invading sewer lines.”So I wouldn’t see any issue with making the tenant responsible for calling a plumber and dealing with a clog they caused by flushing something that wasn’t meant to be flushed.

I think the root cause of the problem is an industry accepted narrative that knowledge is power.

Vinyl siding was added at some point mostly likely the 80's, There is a well on the property and irrigation also, the backyard has a huge banyan tree that needs to be trimmed and its root system has taken over a large portion of a brick patio.

Whatever gets built needs to be something the new owner wants to show off.I have no idea if this would work in other states, more rural areas, or anything else ... but given current economics and zoning realities - even as ADUs - I don't see it working in urban CA, at least.That said, I'm a fan and certainly root for anyone working in this space to make it happen!

Ocala will only continue to grow as more people move into Fl and are looking for affordable places to put down roots. 

I've seen driveways that have had foundation issues as well as sinking and tree root lifting - and none look like those.
