Now, since the advent of cheap/free trading, index investing and innovative products like ETF's and the 401(k), the ordinary citizen has alternatives to the standard purchase of singles and/or multi-units. 

This AB 1771 is no different and if passed, will hurt millions in CA including owner occupants who will now be stuck in their homes with no way to upgrade inside of 7 years without paying this ridiculous tax in a state that already taxes its citizens more than any other state in the union!

I would think that if your family members are NOT U.S. citizens they could gift you funds, from the US tax perspective. 

If you live in the USA but are not a citizen you should talk to a local real estate attorney so you can get properly set up. 

Seems they are trying to go forward with charging good citizens more money and bad citizens less money.
