If this is the case, the structure needs to be temporarily supported, the primary supports removed, the failing concrete excavated and a proper footing poured to support the load.

I've found that the ozone machine will temporarily fix the problem but the smoke odor needs to be sealed off with the Kilz first (which may remove the need for the ozone machine anyway).

Tape some tinfoil onto the fixture to approximate the molding/reflector, and hang it up temporarily to see what you think.
