You do have a right to enter in the case of an actual emergency, without providing notice.But if you are just trying to use an emergency as an excuse (or worse, go off neighbor suspicions, which can be and often are rooted in bigotry) to snoop around, that's a no-go in every state, as far as I know.I'm not a lawyer; this is not legal advice.
