If they refuse delivery then you'll know and can go from there....don't overthink it, most people will engage in conversation in my experience. 

I will get with the city planning and zoning dept as you suggested.Water by delivery.

I'm wondering if its been reduced because the ground in contaminated. cleanup is very very expensive, unless you have insurance to cover it. when we were in the business there was concerns from spillage on the ground eventually soaking into the soil, that was a new area the e.p.a. was looking into. also just because a station passes its tank tests, you can still have contaminated soil, from a delivery driver "missing the hole" etc.

What is their expected delivery time (a year?).

Sell 1/4 and 1/2’s for home delivery to the rich people.  

As for advice givers to newbies, I am not kidding when I say, that the delivery of some of these responses who create a serious negative vibe.
