I will be releasing this memo as it was only a verbal communication when put into place as to cover my butt, and also present the concern to city council on the matter at the next meeting with the memo also presented. 

I’m interested in your rental properties in _______, and I would like to make an offer to purchase your properties as a package deal with owner financing.I encourage you to seek council with your attorney and/or tax accountant in order to fully understand how owner financing would affect your specific situation, and if it is right for you.

Anything over 10 years old has to be brought before city council. approved at  the next board meeting when ever they meet in the next couple of months. 

The current mayor is maintaining things "ok" but the city council won't budge regarding progress/change.

I said that is OK I can question him when he is called before the city council to explain why he is not disbursing public information as required by law plus the reporters I'm going to invite will think it will be a good story to report on.

There are some exceptions in that case that allow you more flexibility in screening applicants and ending tenancies vs. if it was an ADU or a separate rental property,  but still there are gotchas,  and if certain council members get their way,  even house shares would likely be subject to rent control.
