They don't have time to take all the clothes out of the drawers or clean it up or haul away the junk cars, or even deal withsemi hoarder issues. 

He does 80% clothes and it's pretty much a one-man shop.

I can't count the times in the past 10 years that I've gotten a late payment excuse from someone wearing obviously brand new designer clothes, sporting a brand new smart phone or otherwise displaying some kind of behavior that was incongruous to their situation (new car, new tv, new bbq pit, daughter runs in and says she can't wait until they leave this weekend to go to six flags, "lost my job" but they're leaving the house freshly showered wearing their uniform....)At the end of the day, you have to do what you can live with, but if you're asking for advice, my guess is you're looking for support for what you already know you have to do.

Any treatment for bedbugs is only effective if all clothing and bedding is also treated (usually by placing in a hot drier for a couple hours).

Most people can survive a week without washing their clothes (or you can offer to pay for laundromat service for them once or twice).

I just got done replacing a broken faucet , I got there at 9 am and the sink was full of gross dishes and pots and pans, there was 5 trash bags in the corner and clothes laying all around .

Noone who ever occupied the house had any experience with bedbugs; the current tenants moved in of course with furniture, furnishings, clothing, etc, and work in a field with close contact to humans. 

I wonder if the housing industry will get hit by the tariffs like shoes, clothes.  

I would just give them good instructions up front about taping off woodwork and using drop cloths.
