Here in NJ they can't turn off the heat in winter... so I would have informed them of that ;)I guess my service days have instilled in me the comfort, uniformity and equality that abiding by jointly agreed to set of rules provides.Also, as I said earlier, we all have vastly different markets, rentals and tenant classes.I live in a very litigious state...

I find that creating a plan with steps that they can fulfill within a  specific time frame, which in turn, sets you in to motion- either with a positive or negative consequence, works well.

This would be a dangerous place to put structures because they would be most prone to having all the weight of water (which is heavy along with the motion of the water which is heavier) if you put RV pads or yurts they might be a total loss if they are truly in a floodway (where the motion of the water is).
