While there is certainly some blame on the tenants, they can argue that they didn't know what was going on; but representatives of the PM company (the contractors) would have a harder time having that explanation accepted.Ultimately, since the tenants reported the other stuff, there's no reason to believe that they were too lazy to report the structural issues; clearly, they were just too ignorant about what was going on.

I am meeting with the realtor tomorrow morning to make my offer, which will be forwarded to the Trustees; do I give them a full explanation at this point as to what the difficulties are in offering more than the price I propose to offer?

I am guessing the system uses an algorithm that looks at who's already in the thread, who you've replied to or sent messages in the past, and then perhaps the entire user data base, etc. to drive how soon it finds / suggests a user to display.Once the user's picture / name is displayed under the text box, click on it and it will appear the point in your post you are at and you can type the balance of the message.This may not be as good an explanation a more experienced user could provide but it's where I've gotten by trail and error.

If so, you can call their customer service line to ask your questions about title.Maybe you can get a preliminary title report, which would be even better.Without more information, the explanation that makes the most sense to me is that the owner bought a junior foreclosing lien in 2007.
