I would raise there rent to full market (they are not good enough tenants to deserve a reduced rent) and mention the filth being unacceptable and liable to attract insect/rodent infestations.

In other new any indication of rising interest rates which always follows low unemployment is a short term negative for the stock market due to dividend yields being inheitently less attractive.

But if the apartment complex has great amenities AND a cheaper price, it might affect your ability to attract tenants until it fills up.

Like Chris said most people are attracted to the idea of getting rich quick without a lot of work but especially when you're starting out there is a lot to learn and a lot to do.
