The leases are time tested, have evolved with local state legislation over the years.

The City of Norfolk actually has some legislation coming out that doesn't necessarily *limit* STRs, per se, but the legislation is making it so that if you have an STR property, 1) You have to get in front of the local civic league for a meeting with them and they will give their recommendation to the city of Norfolk. 

As you pointed out, it is the NYS legislators that created this dynamic and they are the ones that rectify this matter.

So if that subsidized housing applicant has multiple evictions, and is a bankruptcy risk because everything on their credit is maxed out, the landlord still has to look the other way and accept them as a tenant.Why would the government work so hard to legislate "acceptance" of Section 8 tenants at gunpoint if it's great for landlords? 

All have passed legislation within the last 18 months or so.
