Cleveland and Detroit are just like any other low barrier to entry market such as Indy, Atlanta, Birmingham, Pittsburgh etc..In Cleveland your going to need to spend at least 30k to get $700 or so in rent.Here is a comprehensive map and grading scale of the Cleveland neighborhoods.

There have always been cheap deals in birmingham.....just like atlanta, memphis and other urban markets....but you better know the neighborhoods well as one block in either direction can be heaven or hell.  

@Hattie York, @Karonisha Coleman, Mobile and Birmingham will no longer rent to Section 8 even with a tax deed because of the possibility of outstanding judicial redemption rights. 

How is the Birmingham market by the way?

I'd say Philadelphia selectively and Birmingham, Al are some of the best markets right now.

-In Birmingham, you could even pay cash for a house with 10k.That 15k can take you a LONG way relatively fast, if you're willing to hustle.
