If I had a place with existing tenants on month to month, and I believed they were several hundred dollars lower than fair market rate (not "dream rate"), I'd give them fair notice that rents were increasing by several hundred dollars so they had time to either move or come to terms that they've been getting a bargain for a long time and now they'll be paying the fair rates; I don't see the point of giving away that much money by inching it at $25 every 6 months.

Mold in the basement drywall and insulation requires a gut job or at least removing 24 inches from ther bottom,  maybe more.

since i have one for about every scenario i have one i Lake Oswego right now.. were by the time they conditioned me.. they wanted 250 feet of new 8 inch ductile iron water pipe.. its a corner lot and they wanted commerical half street improvement.. so about 200k to split one lot.. so they are getting none of it.. just going to build a nice 999k spec on a double lot and call it a day.. but i wasted a year and 20k in engineering and city fee's to try to get the split.
