This would be a dangerous place to put structures because they would be most prone to having all the weight of water (which is heavy along with the motion of the water which is heavier) if you put RV pads or yurts they might be a total loss if they are truly in a floodway (where the motion of the water is).

Backrolling allows product to be spread on evenly and uniformly and will give you a much better final product.
