Much of Marin, and if you want to get really extreme you've got parts of LA.For the stuff in the middle, where the bulk of investing activity happens, and California has the same options as other places.

BRRRR is most likely more possible in the East Bay compared to SF, Marin and Santa Clara County.

I thought the marination period of 4 months on conventional was the minimal occupancy required before being able to move.
