Fraud: a deception deliberately practiced in order to secure unfair or unlawful gain (adjectival form fraudulent; to defraud is the verb).And it totally undermines the idea behind the rule, which is to offer an opportunity to get into property to folks who don't have an extra 10k or so to throw down.

The first guy did not have a contractor's license, which means that he has placed this lien fraudulently.

They can have a policy against selling to flippers.The way to combat this is to disclose the intent to flip in your contract.
