@Ryan Kawash not necessarily, unless an architect drew up drawings of the project I wouldn't order special order items till I'm just about to that point.

Regardless the city seems to make up its own rules regarding zoning, which is sad......by now there should be a proper system in place that is structured and outlined properly.I'd check with an architect like @Samuel Pavlovcik or @Prashanth Mahakali.I'm definitely interested to find out what happens.
