We repainted the whole house and refinished the floors to get rid of the lingering smell of cigarette smoke (and to cover/repair marks and gauges on the walls and floors).  

Refinish the floors, update the hvac, plumbing & electrical, add ceramic/mosaic tile in the kitchen and baths.

Can be refinished a few times, and even stained to suit different looks.

I often times counsel my clients to find the proverbial "little old lady" house where you can paint walls, refinish floors and bump rents a few hundred dollars!

One side did have beautiful hardwoods, but they needed to be refinished and repaired. 

If the paint is chipping off, I'd still have it refinished.

, that is a bad sign - a real turn-key renovation would have addressed it by at least sanding or refinishing the floors.  

Is it better to refinish the Terrazzo or install vinyl planks on top on that side. 

Replacement drywall from 2' down, new floors, new trim, rehabbing/refinishing the existing cabinets or buying all new for both kitchen and bathroom, along with fixes to make sure it doesn't happen again.
