It's hard to say but I think it's fair to say your value is not tanking because of this apartment, any movement in value is likely to be small enough to be negligible.

Eviction is really your only legal option if they are not communicating with you.  

Perhaps paying for the rent for May but not paying an early termination fee would be fair and legal.

why could it not be added to the fair housing act. 

I would also look for reviews, licensing, and communication.
