Personally, I'd wait to remodel until right before sale so you can advertise it as newly done and also potentially save yourself the headache of repairing when tenant ruins the cabinet drawers (makeup stains, hot curling iron burns, even had spilled cleaners that sat and damaged inside cabinets).

I've visited the property and it appears to be cosmetic (stained carpets, dirty toilets, sinks, tubs, paint), however I am taking the $16k with a grain of salt.

If it's an older home with already stained garage floor, I'd not be as concerned, but if it's a newer home with a nice clean garage floor except for the tenant's paint, I'd make it right and charge the tenant.
