It doesn't cost that much to evict; it just freezes your asset while you work it out through the courts, losing revenue.

Generally speaking, I'd like to have my buy and hold in places where the weather is kinder to properties (less snow/freezing and fewer hurricanes, I'll take my chances with tornados and floods).

On the other hand, the tenant probably would not want the repair person there without you.I don't think it's unreasonable to ask the tenant to find a time to be home for the repair person, although in your case, if the tenant balks, then you have to worry about pipes freezing and not just the tenant's convenience.

You could point out winter is almost over, if that have concerns about freezing still (assuming property is in DE) you could ask "what if we delayed closing until it warmed up so you would not need to worry" - just be sure you get an extended out if you do that.
