@Jason Fitzwater for me, it was personal use (limited) and the ability to go up on a weekend and tackle smaller projects.

I could very easily hit the threshold for a month in one weekend without a qualified applicant and no way to proceed in sending out these forms for a signature. 

The guy worked at a 7-11 for fun on the weekends.
