Make him sign a waver if you want, I've done it with workmans comp.

There are beautiful row houses and brownstones around some promising, transitioning neighborhoods in Baltimore (Reservoir Hills, Union Square, Waverly) that fit the requirements for the loan.

I'm specifically looking at Waverly but am also open to considering nearby areas.
