It’s also worth verifying if Beaumont and Port Arthur have any specific contractor registration or insurance requirements, as local compliance can sometimes impact project timelines. 

In my experience, the good ones are expensive, typically require a subscription, and sometimes they even do a physical inspection of your premises to verify it is a legitimate person / business in US.

Look at the PM contract and verify the 8% is all inclusive and that there are not additional charges for placing a tenant, resigning a tenant, inspections, and dealing with vendors/contractors.  

Consider just signing a new lease with the husband only assuming you have verified that he does qualify for the property by himself.
