I spoke with the tenant Saturday and told her that they had 10 days to get they animal in a fenced in area, on a lead line, or only on a leash anytime the animals are outside.

How I have handled issues like this, is I have mentioned to the tenant that they need to call the appropriate authority if someone is breaking a law (leash law for instance).
