Finished attic, unfinished basement, hardwood floors and steam heat... the images of all the rooms seam to be in good condition, nothing paint couldn't remedy.

If you keep a handheld steam cleaner handy and steam up small sections in turn just before you go after them, you can soften the paint even more.

Of course, if you have really deep pockets/reserves and are willing to have big cost overruns--throw money at the building--then full steam ahead.Keep in mind going forward, the asbestos can be remediated if the price of the property is right.
