Put cement board and ceramic tile above ,,,not those cheap surrounds.insulate and plastic sheath as necessary.Nothing is water proof, only resistant.

The out of town company did a very good job of putting down a 2 inch overlay, hauled away all of the broken, junky-looking, cement parking blocks and put in all new parking blocks.

Thanks, I didn't know about that link. 1990 is a better cut-off year, but some things made with asbestos are still legal and being sold and used, especially plastic roof cement, and stucco in some areas.
