In one of my less than stellar moments as a compassionate listener I said: that's because you were already paid.

It's seems clear he has a difficult time getting to and getting in & out of the bathtub, and some of our deferred maintenance included a leaky tub surround, presumably due to the strain placed on the tub by the large gentleman.Not entirely sure what is happening there in regards to his laundry/food situation but it seems clear he must be being enabled in some ways by his roomate.My friend is a compassionate guy, however I am concerned that the property value and quality of life of others in his building could be adversely affected by this tenants presence.

I am compassionate for their loss, and also concerned considering their house is only about a half mile or mile from my residence. 

If you do buy the property and decide you want the current tenants to move, please be understanding of their situation and compassionate, as well as stay within the law.

Admittedly, this sort of policy is to appeal to the majority of the electorate as the "compassionate" thing to do.

But she gets a really good pay/benefit package and gets to pretend she's a compassionate, helpful person.
