There are lots of projects that were earmarked (and underwritten) before interest rates started climbing. 

According to John Burns research, interest rates have made it just too “expensive,” in general, to own vs rent.According to Redfin, demand for large rental apartments and houses is climbing, one in five millennials who responded to a 2023 housing survey believe they’ll never own a home.

Until we can level out rents, rents and property values should be climbing pretty quickly.

Remember though, helocs are variable rate debt (I believe) and if rates start to climb that debt will start to hurt.2. what's your timeline to pick up the investment....remember it will take about a month to get the equity cash out loan done so if you wait till you find the deal to start the refi, you may have a problem.3.

Deals have been much harder to find recently, especially after interest rates started to climb.  

I have personally done hundreds of these over the decades my dad started doing them in the late 70s when rate started to climb. then we sold them on wraps  ALL inclusive Deed of Trust which is a CA specific document.you will find it very difficult to land sub toos unless your working with distressed owners  Generally speaking..

Actions speak louder than words.Insurance costs are a REAL problem though - we decided to back away from Florida due to the risk of climbing insurance rates.

It's a modest increase from where we are today, and the headline from my analysis is that it's likely that mortgage rates could climb a little, but will likely stay close to flat.
