I dont know this for fact, but at the very least I would think the new GC would have to supply insurance info and licensure to L&I before anything is swapped.

Easier to keep used ones available to swap out then do repairs yourself.It is very easy to find appliances a couple of years old for $200 that will last as long as new.

Remember swapping cylinders takes maybe two minutes (worse case after you get used to it).We have a pool of tenant keys that get swapped between our units.
