@Brian Porter @Ryan RichesA bit of an old thread here, but I thought I'd circle back after the Arvada city council passed a new Airbnb law earlier this month that allows short-term rentals in both primary residences and investment properties.

There are a lot of ins and outs so I don’t want to misinform you with my  “non legal” advice but one wrong step in the process and you start over so seek legal council.

I would reach out to the right folks and get their buy in. you might find with the right amount of investment and support from the right city council member support for upgrading to a mixed use development. 

And in the meantime purchasing some industrial-strength spray.If I wasn't so fat, old and decrepit I'd take a martial arts class, too, but I'm just not spry anymore.A couple towns over from here the city council is seriously considering banning pit bulls from within the city limits.

I would only add that you can also do Planned Unit Developments (called different things in other places) where you actually define you own height restriction as part of the plan - the plan will need to be approved by local council normally.Another alternative to check is Height Incentives that can be included as part of redevelopment areas or other areas of a city where there are incentives to spur development.

I strongly urge you to council your client to run as fast as he can from this nightmare.
